In the UAE, Federal Law No. (38) of 2021 on Copyright and Related Rights outlines similar provisions. Article (3/3/c) specifically exempts “news reports and current events of a purely informational nature” from copyright protection, unless they contain creative elements.
Article (22/5) also permits limited use of protected works for purposes of journalism, education, or criticism, provided the use is reasonable, the source and author are cited, and the author’s rights are not harmed.
In addition, Article 2(8) of the Berne Convention for the Protection of Literary and Artistic Works excludes “news of the day or miscellaneous facts having the character of mere items of press information” from protection as intellectual works.
